To measure letter–name fluency, the student may be given a random list of uppercase and lowercase letters and asked to identify the names of as many letters as possible in 1 minute.

Reading comprehension refers to a reader’s ability to successfully interpret a text. This is necessary but not sufficient – to be a proficient reader, you have to understand what you are reading. This can only happen if you are able to decode the words and sentences. Another condition that seems to be necessary for comprehension is fluency.
